Compares the Target's parsed requirements against current Inventory and produces typed Gaps.
Returns 409 Conflict if the Target's gateStatus is failed. This is intentional — a role
that fails a hard filter should not consume analysis or tailoring effort. Set
overrideGate: true to proceed anyway; the override is recorded on the Analysis.
